So when I open the control panel I can only access certain menus. The ones I cant open mainly are User Account Controls, System and Performance Information and Tools. Any ideas on how to fix this problem?
I would suggest running a virus scan, spyware scan, and malware scan.
This type of problem seems to be comonly associated with those type of infections.

I have read that Macafee isnot the greatest program. If you like it then that is completely your choice. But here is what i suggest.
If you are good with computers(and be honest with yourself), use comodo internet security. I has a built in firewall which blows windows firewall out of the water. Also has a great anti-virus scanner.
If you are not then you should download Avast! home edition. This was my previous AV and it works just as well but there is no firewall and is ment for more basic users(my opinion, no offense to anyone but comodo is much more advances then Avast).
Also, try scans with MalwareBytes and Spybot S+D(all 4 programs can be found in brinks FREE Software Thread http://www.vistax64.com/software/115872-free-software-list-vista.html
I would suggest that you schedule a boot time scan with avast. Open avast and in the top left corner click on the settings icon. click on scedule boot time scan. click it and check archived files as well. restart your computer and let it run. WHen it prompts you to take an action for a virus then try to delete it if possible or put in quarantine. You may have only one virus or many as it will prompt you every time it finds something. Just let it run thru and when it's finished it will restart your comp.
It's usually good to have only one major Antivirus program installed on your machine. More than that and you can have conflicting problems. You can have one or more antispyware/adware programs installed as well without any problems. Some good ones are Malwarebytes Anti malware and A Squared Free but there are others, it's your choice. If your problem persists after your scan you can run System File Checker and Checkdisk.
Thanks for the advice. I did run the boot time scan with avast and thats when it came up with the virus and I deleted it, but yet the problem persists. Ill try some the spyware software you mentioned
I checked if i had SP1 and I already do, but I'll try to redownload it and see if it fixes the problem or not. I did run system file checker and it said there were errors and it fixed some of them, but the majority could not be repaired. Chkdsk wont run in write mode so it hasn't helped any, thats the main reason I'm trying to get this problem fixed

I have done a ton of research and didnt find much. Trying running WIse Registry Cleaner 3. I know it seems odd but its worth a shot. Maybe there is something unwanted in there that it could pick up. The program is free in brinks list of free software. MAKE SURE YOU BACK UP YOUR REGISTRY FIRST! DO A SYSTEM RESTORE CHECKPOINT ALSO!!!!

was there ever a solution to this problem? I have it now. I am Vista Home Premium x64 with SP2. I did have a small issue when I got the computer as it was installed in German. I had to use a tweak to get it into English.
Now I cannot open User Administration (and a few others) and I cannot get Windows Updates to work. Any help and advice is appreciated.
