no time zone in my new vista

I bought my laptop in the US about one month ago. Recently, I found it was one hour late than our local time and I knew it's the time zone problem.

When I tried to change the time zone, I found the pulldown-menu is complete blank. I cannot see any time zones in the menu so cannot change my time zone.

Any ideas? Thank you.
