Side wont run automatically when Administrator

OK. This is strange. As ADMINISTRATOR I have to manually start Sidebar. Further, once open, right clicking to Properties, results in Properties NOT opening.

Run > Programs > Sidebar ("Run as Administrator") does not resolve the issue.

However, if I run as a NON-administrator, I can both Open Sidebar Properties and (applying the checkoff) have Sidebar run on startup.

Any suggestions?
