Vista/Intel DG33FB Shutdown Issues

I built a computer for a friend of mine running Vista Ultimate 32bit OS, with SP1 installed. Everything's been working great, except one annoying issue that I can't get to the bottom of!! When the machine is shutdown from the operating system, it powers all the way down and then it turns right back on...I've checked all of the wake-on settings in the BIOS and Device Manager, checked the powerconfg -devicequery wake_armed from the command line and disabled all of the devices that showed up, clearing all of the entries...I've updated the BIOS and Chipset drivers too...

If I hold the power button, the system will shutdown and stay off...

I have the Intel DG33FB Motherboard with Intel Core 2 Duo E6750 Conroe 2.66GHz LGA 775 65W Dual-Core Processor installed...

Any help is greatly appreciated!!

OK, I tried a few more things and this is still not working!! I changed the PowerAfterShutdown registry entry to '1' and that did nothing...I couldn't find where to turn off fast shutdown as was also suggested in that article...I'm an XP/2003 girl, Vista configuration is still kinda new to me so I don't know where to find that option...Any additional help with this is much appreciated!!! I'm going nuts!!

Argh...I installed a hard drive that I had laying around and installed XP on it...getting the same shutdown behavior so I'm thinking it's got to be a motherboard issue :\ I'm starting to really hate intel lol

So we know it is not a software issue.
What devices have you got connected to the computer.
Try to close it down with a bare system.
If you have on board graphics dissconnect the graphics card and try it.
