I cant activate Vista ultimate 6.6000 build

when i am activating operating system it showing error 0xC004E003

and when i am trying changing product key it is also not working and trying phone but there no option for that

Is the key the same as the version of Vista you are trying to activate? Your profile indicates Ultimate, are you sure the key is for Ultimate and not another version?
