Whenever i try to download anything it just make a little beeping noise when the downloading is done and then when i go to check where my program is it's gone, someone please help

By default, Vista places downloads in a download directory in the users documents area.

That would be the next area to look at. Maybe a faulty download manager (if applicable) or some security software (firewall, AV) blocking it...
