In addition to the excellent advice from Derekimo (and assuming it doesn't work which it should), try the following:
OPTION ONE:
To remove and reinstall the existing drivers, follow these steps:
- Click Start, and then click Control Panel.
- Click System and Maintenance, click System, and then click Device Manager.
Note -
If Control Panel is in Classic View, double-click System, and then click Device Manager.
If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.
- In Device Manager, expland DVD/CD-ROM drives, right-click the CD and DVD devices, and then click Uninstall.
- When you are prompted to confirm that you want to remove the devices, click OK.
- Restart the computer.
- After the computer restarts, the drivers will be automatically installed.
OPTION ONE-A:
Basically proceed as above, but before restarting the computer, click on Action and Scan for Hardware Changes (or if you can't find that, go to Contol Panel / Add Hardware) and see if you can re-install the devices and the drivers.

OPTION TWO:
Delete Filter Drivers

- Click Start, type “regedit” (without the inverted commas) and press ENTER.
- Navigate to the following key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
- Right click the {4D36E965-E325-11CE-BFC1-08002BE10318} entry, choose "Export", select Desktop in the Save in box and type “Backup” in File Name. Click Save.
Please Note: The backup file is on the Desktop and named Backup.reg. We can simply restore the registry by double-clicking the Backup.reg file.
- Highlight this key ({4D36E965-E325-11CE-BFC1-08002BE10318}), on the right pane and then check if Upperfilters and/or Lowerfilters are present. If so, please right click on the values and select "Delete" to remove them.
- Restart the computer.

OPTION THREE:
Although created for HP computers, the instructions here essentially apply to most Vista computers. A great deal is already covered above, but it may provide some additional details that may be helpful (and addresses checking BIOS (NOTE: Your BIOS may look different, but the procedures for confirming it is working are essentially the same though you may need to look harder to find the controls) and uninstalling CD/DVD software to see if that's causing the problem, and checking the cables, and so forth):
CD/DVD Drive Is Not Detected in Windows Vista - HP Customer Care (United States - English).
