Try this, create a new folder on your desktop and put the drivers in there, when it asks for a driver point it towards the new folder and install it manually.
How about in safe mode ?. Also, what make of web cam is it ?.
F8 on bootup or open msconfig, to do that press
1,start,
2,run,
3,type msconfig, on the boot tab check safe boot, and reboot, (dont forget to change it back while in safe mode)
