Vista Security Center Missing

THanks for taking the time to read this !!

Ok I need some help here. I just moved and have a new service provider. Not that this has anything to do with my issue but.

Yesterday I went to download a file in my email account and this is what happened:

I get the typical Norton Antivirus message "No Viruses detected" So I click download and I get this yellow pop up box a the bottom of the screen and it says " Do you want to open or save the document (instert document name) from ne1-attach.ymail.com? with an Open , Save and Cancel button.

I click Open or Save either one and I get a message that says : (Document Name).xls contained a virus and was deleted.

So this prompted me to go to my security center and what did I see. Security Center is turned off and when I try to turn it on I get and error message that says:

"THE SECURITY CENTER SERVICE CANNOT BE STARTED"

I am also unable to display any firewall settings. So I went to my services and Security Center is not there.

So I have since determined that I cannot download anything without getting an error message that says that whatever I am trying to download has a virus and has been deleted.

For instance when I try and download anything including pdf files and I get a message that says:

xxxxxxx.pdf contained a virus and was deleted.

Any help please !! Thank you so much in advance !

I would first try the fixit from near the bottom of this page.

Sounds like the service may be missing from the registry.

In addition to the above
Download and try to run a scan with malwarebytes.
if that does not work
Go back to a time that it worked with system restore.
