BSOD 0x0000009F Problem

I have a Dell Latitude E6400 that's been frequently bringing up a Blue Screen. At the top of the Blue Screen it says DRIVER_POWER_STATE_FAILURE. It's running Windows 7 32 bit but I only have an account for Vista Forums which is why I'm posting here. I searched the stop code (0x9F) and most of the answers are complicated and out of my technical know how. Also what happens is the machine won't shut down and hangs on the "Shutting Down" screen. I don't understand things like this too well so if anyone could help me I'd prefer if they explained clearly. Thanks.
