This is from my experience.
I got did from someone problem and the problem is the solution.
I faced KSOD and my Ctrl+Alt+Del key not function.
Actually my Vista had a missing file from its c:\windows\system32.
Some of the dll and exe missing or deleted by the Av.
The 1st steps ;
1. Find a good Vista PC, if can with the same AV installed.
2. Copy all the exe and dll files from its to a USB drive.
3. You need to make a Vista recovery Cd.
4. Boot the PC with the Vista recovery CD.
5. Copy all the files from the USB into the folder c:\windows\system32.
6. Reboot.
if failed
You need to scan your harddisk for virus or malware.
Use Av live CD or plug the HD to the next PC.
Scan with Av and Malwarebytes or Spybot.
Repeat 1st steps.
if failed
You need to do registery file editing. You can find how in this forum or google.
if failed
Considered to disable your AV by registery editing. How ? needs to google.
Some AV keep records of previous infected files. And continued to delete the new copied in 1st steps. Example AVG.

Copy your data and format.com
Its took me 3 weeks to find the solution. But finally I do format.com because my registery file is so messy because of me.
