trying to install Google chrome

I'm trying to install Google chrome on my laptop and have been facing issues with download and execution.
I provided access to a geekbuddy person for my pc optimization. however, it wasn't fixed and my internet became very slow.

To download a small file or any file the internet it is taking 9 hours or more as the status. When i contacted the geek person again he said its the issue with internet.

I uninstalled all the firewall and came across your forum.

Thanks to your forum, i just found on my laptop TCP auto tuning settings were set to highly restricted level and chimney offland state disabled.
I changed the TCP auto tuning settings to normal and successfully download chromeSetup.exe file. Now the problem I'm facing is> when i double click the chrome setup.exe file in the folder, google chrome installer keeps connecting to internet and shows waiting to download google chrome and it keeps fluctuating 3 hours remaining, 9 hours remaining etc.

I'm able to browse internet but not able to download or execute small files.
what settings should i check or change?Please assist

I went on the link and followed the instructions for all user accounts on computer i.e tried to save the chromestandalonesetup.exe. The download time is fluctuating between 13 hours to 9 hours. My internet speed shown for the download is 0.5KB/s.
I recently got unlimited internet connection. I've contacted the internet service provider and they mentioned that there is issue with my laptop and recommended to format it.

Its not only the issue with google chrome download..I'm not able to download other setup application from internet.

whenever i visit any website consisting of images or you tube videos..its taking ages to load the content. Static html content is shown quicker.

I'm confident there is some bug or settings changed in my system. I don't want to format the computer for the slow internet issue.

I went on the speedtest.net website for a test. The loading of data on speedtest.net website takes ages. I can't see any content or check anything at all.

Also, you can try to run the Microsoft Fix it for IE freezing issues and check if it works. Fix Internet Explorer add-on problems when IE hangs or freezes

Also run the Microsoft Fix it for Internet Explorer performance issues. Fix Internet Explorer issues to make IE fast, safe and stable

Please post the results.

I already have microsoft fix it center on my system. when i run microsoft fix it center, i get the following message
"fix it center could not install the troubleshooter. please try again later. Error The request was aborted: The request was canceled."

I'll enter in safe mode and see what happens.

when i open microsoft fix it center, i get the following message>

2. Is it a wired or a wireless internet connection?

1.Yes the internet work fine with incredible speed on the other laptop.
2. wireless internet connection. I've tried using wired connection as well as wireless. no hope.
3. This has already done and tested several times while checking with the internet service provider. The lights are on over the modem.

The internet service provider staff gave me the instructions over the phone to run few commands over 'cmd' to check connection. I don't remember the commands. However, during the test, the conclusion result was the modem is recieving several amounts of data at very good speed. But the computer isn't getting the respective speed data. They said there is malware crawling over it or settings have been changed.

I've uninstalled the antivirus of comodo software and have tested. still it is slow.The downloads are very slow.
I'm not sure what settings to check.

I went to speedtest.net through internet explorer, firefox , opera... can't see the middle content on ie &opera.
on IE it shows loading 100% as remains as it is for hours...on opera the same phenomenon.
is java blocked.? how can all the java content be blocked on all my browsers?With firefox, the site messaged request was cancelled. I refreshed several times. the message came again and again. and finally it brought instructions and stated java is enabled on my firefox browser.

i'm trying to install java again on firefox and the download of .exe file is stuck again and taking ages.

The problem is with download .
Remember the error message with microsoft fix it center when running it"fix it center could not install the troubleshooter. please try again later. Error The request was aborted: The request was canceled."

The problem here again we see is something is stopping. what i feel is any .exe application that executes/connect over internet are slowed down or given permission not to perform.

Are there any default settings that we can check through commands over cmd

the following are my tcp/ip auto tuning settings on my laptop where internet is slow.
I did a reset and took the screen shot.
i dont understand about why add-on congestion control provider is ctcp? why is it not showing none in my settings? how to change it to none? as per this link http://www.vistax64.com/tutorials/72308-auto-tuning-tcp-ip-receive-level.html?filter[11]=Networking%20Internet. The normal settings in my computer are different even after doing a reset. how to change chimney offset state automatic.

I'm also providing screenshot of tcp settings of other laptop where internet is fast.Hope this helps to figure out for a solution.

Please follow the below mentioned steps to troubleshoot the issue:

1. We can try to run a file association for .EXE file, which might be the cause for EXE files not running, please : http://www.vistax64.com/tutorials/233243-default-file-type-associations-restore.html
2. Also we can run a scan on the computer to check for virus or spyware using Microsoft Security Essentials and Malwarebytes.

Malwarebytes : Malwarebytes Anti-Malware removes malware including viruses, spyware, worms and trojans, plus it protects your computer
3. If issue persists, perform System Restore (only if Software Configuration Changes were made)Refer the link for your reference: System Restore - Microsoft Windows
4. If issue persists, create a new user account and ensure that it is an Administrator account and check if the issue is persists in the new account. NOTE: With system restore you will not lose any data from the computer, any new programs installed in the computer has to be reinstalled on the computer.
