See if this helps bring back the Import and Export option on the Contacts toolbar. Open the Contacts window; Right click a blank area in the Right pane. Customize this folder > Customize tab. Click the drop down arrow and select: Contacts. Apply, OK to save and close. Also, here is the link from Microsoft article: Import, export, or change the format for contacts Please perform the steps mentioned above and post the results.
