Can't download programs, please help!

I can't download anything on my Windows Vista laptop. I've tried using different internet browsers (IE, Safari, Google Chrome) but I get a message either saying:
"The Filename, directory name, or volume label syntax is incorrect" (Google Chrome) or
"ShellExecuteEx failed; code 2.
The system cannot find the file specified." (IE and Safari)
I wiped my laptop clean less than a week ago and I have Norton, so it isn't a virus.

Test to see if its being blocked by other software, do a clean boot
How to troubleshoot a problem by performing a clean boot in Windows Vista or in Windows 7
The most likely suspects are the anti virus or firewall.

If a clean boot does not work, it sure sounds like a virus. You cant download, so you will not be able to test with malwarebytes. In addition, many virus know how to hide themselves so they will not be detected. If you made a clean install 5 minutes ago you could have a virus, now.

Could be a corrupted user account, set up a new account and try.

If trying a new user account does not work. Go back with a system restore to when you could download, if you were able with the new install.

Set up a new user account and test. Maybe your account is corrupt.

When you said that you wiped your laptop clean, did you reformat and set your system back to factory specs.

Do you have a set of recovery disks or do you have the full version of vista...

I set my laptop back to factory settings. And I did not have back up files, so everything on my laptop is basically "brand new."

Hi I know it is kind of insane on these issues, but just so we know what you did which makes it better for us to try and figure out, can you walk me through what you did to reset your system back to factory specs, step be step please.

Right after return to factory settings, before installing any software, see if you can download.

Well I already did it.
And I'm only having trouble downloading some files... I can download Google Chrome just fine, but when I tried to download a program I bought, it wouldn't fully download or install it.
