I used to be able to select where what files to be downloaded from the internet go, but i seem to have that feature disabled somehow and now they will attempt to open or run directly from the site, how can i undo this?

First off, are you using IE8? Or another browser?
If so, I don't think it's much different than IE7 which is done like this
1st, Open Internet Options in IE.
Go to "Security" tab.
Toward bottom, go to custon level and open.
Scroll down and find "Downloads" and
check enable under "Automatic Prompting For File Downloads"
Close browser, and it should be fixed.
