Deleting Folders - Need Permission

I'm having trouble with IE8 Favorites and I want to remove IE8 from my PC and download it again. In My Computer I see Favorites in THREE places!

Before I download IE8 again I want to delete all three Favorites folders so I get a fresh start. But it won't let me... says I need permission.

Can you please point me to a Help file that explains how I get permission to delete these three Favorites folders in My Computer?

I was finally able to delete all the Favorites folders, then I removed IE8 and re-downloaded it. But the problem returned. I just can't create Favorites folders.

I don't know if it is a problem with IE8 or Vista or the two together. But I switched my neighbor to Firefox and he's happy.
