I was able to activate "the real built-in admnistrator account", supposedly. I got the administrator icon in the welcome screen. I went it and set up the desktop. But still i cant get to the cookies folder. It says the access is denied! What should I do?

Are you trying to access them from these hidden system folder locations below?
C:\Users\(User Name)\AppData\Roaming\Microsoft\Windows\Cookies\Low
AND
C:\Users\(User Name)\AppData\Roaming\Microsoft\Windows\Cookies
