Internet Explorer not showing anything

To All -

Working on a Vista Premium machine and when we run internet explorer or internet explorer with no add-ons, nothing display but the address bar. When you type an address in and hit refresh, nothing happens.

Also, there are no drop downs and internet explorer options in the control panel is missing so i cannot reset my IE settings.

Any help would be appreciated.
